Martin Tang '70 does matching for Cornell International Scholarships

Read of this very good news for Cornell. Thanks a lot, Martin Tang! Really appreciate your generosity and initiative to do this matching give to bring more international scholarships to Cornell University!!!

Martin Tang is the Chairman of Asia Spencer Stuart and has been in Cornell Board of Trustees since 1994. Met him a few months back in a Cornell Asia Pacific Alumni event in Singapore. A very nice and generous guy.

Lets hope that this would mean more scholarships soon for international students!

Trustee Martin Tang '70 creates challenge for international scholarships

Cornell is a leading destination for international students, but many top-notch students from overseas decline acceptance because Cornell can offer them a very limited number of scholarships. To encourage more support, Cornell Trustee Martin Y. Tang '70, a Hong Kong businessman, has made a gift to create the Martin Y. Tang International Scholarship Challenge.

The Tang Challenge will match cash gifts and commitments of $750,000 or more, on a $1 for $3 basis, with the goal of creating 12 scholarship endowments of $1 million each, with every $750,000 gift matched with $250,000 from the Tang Challenge. To be eligible for matching, commitments must be made between May 1, 2008, and June 30, 2009, although payments on multiyear pledges may be made over a period of up to five years. Deferred gifts, such as estate designations, are not eligible for matching.

Cornell ranks 13th in the nation among colleges and universities in enrolling international students, with 3,200 undergraduate and graduate international students from 120 countries. International students comprise almost 8 percent of the undergraduate student body at Cornell.

"Higher education is one of our country's best policy tools to level the playing field for millions entering an increasingly globalized society and to alleviate inequality and poverty," Cornell President David Skorton has noted. "Whether international students return to their home countries or stay in the United States to work or continue their studies, they contribute to America's strength. One of the fairest pathways to this goal is through education."

PUTRAJAYA: The Public Service Department (PSD) has received 3,000 appeals from post Sijil Pelajaran Malaysia (SPM) students who failed to get scholarships for studies abroad.

The decisions on the appeals will be made next month, PSD director-general Tan Sri Ismail Adam said yesterday.

Most of those rejected scored low marks in the interview and had less active co-curricular records.

"They were bright academically but many could not carry themselves with confidence during the interview.

"So many students are getting straight As now that academic performance is taken for granted, so the tipping point lies in the confidence a student displays," he said.

More than 6,000 SPM students last year scored 9As or more.

"Students who get rejected look at their string of As and wonder why they didn't get the scholarship.

"But the fact is, there are so many others like them who are top scorers," Ismail said.

He also said the PSD would consider stating the reasons for rejection in future applications.

A common complaint by rejected students is that no reasons were given for their failure to obtain the scholarship.

Of the 2,000 successful recipients, 151 of them were put on the "fast lane", or given priority because of their academic record and economic background.

"We immediately shortlisted them because they got 10 1As and were from poor families earning below RM1,500 a month.

"Of the 151, 117 were non-Bumiputeras and 34 were Bumiputeras.

"We accepted it as that and we did not try to adjust anything," he said at a briefing on the PSD's foreign and local scholarships programme.

The cost of funding these 2,000 students overseas for the next five years is RM1.7 billion.

Ismail also explained why the government could not offer more overseas scholarships.

"We are constrained by the quota that foreign universities have for international students.

"Also, medical degrees from certain countries like the United States and Japan are not recognised here.

"So, we are limited in the number of places we can secure overseas," he said. It's not the end of the road or of the world for dejected applicants, Ismail added.

"The PSD has other avenues for local scholarships and for going abroad.

"But students have to work hard."

They are:

- scholarships for those who secure places in Ivy League universities;

- 10,000 scholarships available for SPM 2007 school-leavers to study in local universities;

- scholarships up to the completion of a first degree for those with a minimum of 9As in SPM, who enter Form Six or matriculation. Their Form Six or matriculation fees will be waived and a monthly allowance will be provided.

- scholarships for those completing their A-Levels in private colleges this year, who secured places (in critical fields only) in local branch campuses of Monash University, Nottingham University, Curtin University of Technology and Swinburne University.

NAZRI: Fairer distributiion of scholarships for studies abroad from this year

KUALA LUMPUR, WED:

There is fairer distribution of Public Service Department (PSD) scholarships for all races for degree studies abroad from this year, with 1,100 going to Bumiputeras and 900 to non-Bumiputeras.

Minister in the Prime Minister’s Department Datuk Seri Nazri Aziz said the breakdown was 55 percent and 45 percent respectively, compared with only 10 percent for non-Bumiputera students previously.

He said from the 15,220 applicants for scholarships under the programme, 7,282 were called for interviews and only those who could meet the criteria were selected for the scholarships.

The criteria is academic achievement (70 percent), co-curricular involvement (10), family background (10) and interview (10).

Nazri disclosed this when winding up the debate at the committee level on the Supplementary Supply Bill 2008 (2007) in the Dewan Rakyat here today.

He said the PSD sponsorship was for students who had obtained places at Ivy League universities and other institutions of the same level abroad or students doing first degree programmes at foreign university branch campuses in Malaysia, such as Monash University, Nottingham University, Curtin University and Swinburne University.

From this year too, those who obtained 9A’s and above in the 2007 Sijil Pelajaran Malaysia (SPM) examination, would receive PSD scholarships to do Form Six at government schools, or matriculation or basic science course at public higher learning institutions, he added.

Nazri said at the moment, the government had no intention of increasing the number of the scholarships as the scheme depended on the government’s financial capacity.

He said the graduands abroad who chose to work there would indirectly help lessen the unemployment problem in Malaysia.

"They would also have the advantage of gaining experience and enhancing their skills by the time they return home,” he added.

The Dewan Rakyat then passed the Supplementary Bill for the PSD involving an allocation of RM60 million.

Smith College, a women’s college in Northampton, Mass., and Wake Forest University in Winston-Salem, N.C., will no longer require prospective students to submit SAT or ACT scores as part of their applications.

At both institutions, the policies will take effect with the class entering in fall 2009.

The number of colleges and universities where such tests are now optional — mostly small liberal-arts colleges — has been growing steadily as more institutions have become concerned about the validity of standardized tests in predicting academic success, and the degree to which test performance correlates with household income, parental education and race.

Some schools that have made standardized tests optional have found that they have attracted a more diverse student body, with no decline in academic ability.

“By making the SAT and ACT optional, we hope to broaden the applicant pool and increase access at Wake Forest for groups of students who are currently underrepresented at selective universities,” said Martha Allman, Wake Forest’s director of admissions. Wake Forest will announce its change on Tuesday; Smith announced it on May 16.

While students will still have the option of submitting standardized test scores — and in fact, the majority of applicants still do so at many test-optional colleges — the most important criteria for admission will be high school curriculum and classroom performance, writing ability, extracurricular activities and evidence of character and talent.

Wake Forest, with 4,500 undergraduates, is ranked 30th among national universities by U.S. News & World Report, and is the highest-ranked on that list to have dropped its testing requirements. Smith, the nation’s largest undergraduate women’s college, with 2,600 students, received 3,771 applications this year, the most in its 137-year history.

Generally, only small colleges and universities with the resources to pay attention to recommendations, essays and extracurricular activities, as well as to a student’s grades and test scores, have been able to eliminate their testing requirements.

But some state universities, too, now admit most of their freshman class without regard to standardized test scores.

At the University of Texas, for example, most students are admitted under a state policy guaranteeing admissions for those in the top 10 percent of their high school class.

Students who successfully obtain JPA Scholarships are informed in these two days of the country that they were being sent, as well as the course and where they would be doing their preparatory program.

So, these days, ReCom.org is definitely a hive of activity there. To all those of you from SPM 2007, who successfully gotten JPA Overseas Scholarships (or other scholarships for that matter), hope that you could share your contact at ReCom Scholarship Infobase .

Donating Books at Bookfest @ Malaysia

Thanks to my blog reader for sharing this with me.

This would be a good way for fellow Malaysians to help inculcate reading habits among fellow Malaysians!

And Bookfest @ Malaysia 2008 is definitely a good place to get some good books. It is amazing to read that the Bookfest has been getting very good response. Day 1 yesterday brought in about 30,000 people, and today, brought in 40,000 people. Does that mean that we have brighter day for improving the value add for Malaysians? Do Malaysians strengthen their reading habit already?

KUALA LUMPUR: A book recycling campaign will also be held in conjunction with Bookfest @ Malaysia 2008.

The campaign will see books donated by members of the public sent to selected orphanages, children hospital wards and primary school libraries.

Those who want to donate can bring them to the Readcycle for Charity counter located at the KL Convention Centre.

The counter will be open from 10am to 10pm for the duration of Bookfest@Malaysia 2008, which runs from today until June 1.

Each book donor who brings a minimum of 10 used books will be presented with a one-year Popular Adult Card, which entitles the bearer to many offers at all Popular bookstores nationwide. Only English books in fairly good condition will be accepted.

LIM VEE LOON, 18, was the under 18 Champion in the NST Sudoku Tournament 2007. An SPM student, last year, at SMJK Chung Hwa, Klang, he received RM 3,000, a handsome cash prize. This was his best performance, following a series of previous wins in various local competitions; but very few in Malaysia would know that he has moved on from Classic Sudoku, to solve the many variations of Sudoku played in the World Sudoku Championships.

He participated in the Polish International Online Sudoku Championship held in March 2007. Participants from 22 countries were given 11hours 30 minutes to solve 8 puzzles online real-time, consisting of Sudoku Variations. Vee Loon was placed 25th out of 207 participants, completing all the puzzles in a time of 2h 12m 29s. This was a very creditable performance and our congratulations to Vee Loon on his initiative and grit, to venture into un-chartered waters.

This year he timed himself off-line, while solving the puzzles used in Sudoku Masters 2008, for selecting the Indian National Team for the 3rd WSC, and returned good times, close to the times of the candidates selected. We have been in touch with Vee Loon for the last two years and we believe that he is a person** to watch on the Malaysian Sudoku Scene.

Vee Loon has been regularly playing Sudoku, online. His favourite websites are sudoku-league, fed-sudoku.eu, sudoku.org.uk and sudokuhints, since he was introduced to Sudoku by the Sin Chew Daily in October 2005.

We also want to hear from others in Malaysia who have been attempting the previous WSC puzzles).

Others Champions to watch are, Adrian Wong, Thong May Han, Lim Fong, Suganthi Ramasamy, Lim Kar Gee, Esther Fong, and Adapa SaiKiran who are known to us. We hope to do profiles on the above and others, as and when we get the opportunity to interview them.

Overseas Graduate earns more compared to local graduates

Graduates of overseas universities fair better than local grads in salary scale
A study that we conducted recently revealed that of the 100,000-plus JobStreet.com members in Malaysia who hold a Bachelor degree and are currently working in the country, graduates from overseas universities on average earn about 12 percent more than local graduates.

The salary gap is most apparent among those with up to five years of work experience where overseas graduates are earning a significant 20 percent more than their local counterparts. Even after 10 years or more of work experience, the gap is still more than 10 percent.

In terms of job specialization, the biggest salary gap between overseas and local graduates is in business-related fields such as management, economics, finance and marketing where overseas graduates earn about 15 percent more than local graduates.

In the engineering and IT/Computer fields, salaries are about 11 percent higher for overseas graduates.

We also did a similar study among 20,000 JobStreet.com members in Singapore and we observed that there is no significant difference between the salaries of graduates from local Singaporean universities and overseas universities even after five or 10 years of work experience.

In conclusion, a Malaysian who graduates from a local Malaysian university earns on average a lower salary than those who graduate from an overseas university. There were no significant difference in salaries that exists among graduates in Singapore.

Note: For this research, the term "overseas" refers to the top three most popular overseas destinations for tertiary studies - Australia, Great Britain and United States - and includes twinning programmes.

This year we have changed our Famine to a new format where we are giving you the power to run your own very Famine camp.

As you may have known, World Vision is responding to both the Myanmar Cyclone and China Earthquake disasters, our relief team is currently distributing aid to affected victims for both locations, World Vision International Partnership offices are gathering our resources currently to develop a sound relief plan and a re-development plan for the communities being affected.

In Malaysia, we have decided to launch a public fund appeal through our 30-Hour Famine campaign. With a staff strength of merely 20 plus, we foresee that we will face a SOS situation in the month of Jun & Jul to handle phone calls and to process the incoming donations, therefore, we are urgently looking for helpers to help us at our World Vision office and at Sin Chew Headquarter.

Welcoming Speeches of World Congress on Information Technology

Currently, it is on the session by Allied Digital Infonet, where they are putting up a very scientific presentation on the details of their revolutionary wireless breakthrough. I won't be covering it much, as it is way beyond my understanding. The presentation was mainly done by 2 scientists from Ukraine (including one of them who spoke in Ukraine).

Looking back at WCIT since morning, the opening ceremony started with the kids saying welcome to all the delegates. Personally, the initiative is fantastic, but again the implementation is quite bad. First, the kids miss the timing, and then the sequence of the kids being lined up was messed up. This is very embarrassing for Malaysia, and in fact, many of us were shaking our heads when we saw this mess up, in front of thousands of top notch people around the world.

Then, it is the welcoming speeches, where this WCIT would cover delegates from 92 countries that cover 90% of ICT economy and is dubbed as Olympics of IT.

One thing very positive is how the screen looks is very professional, where at certain points, it could be 1 screen, then 2 screens, 3,4,5,6 or even 7 screens.

Back to the speech, currently, there are 4 Billion people living in Asia, with 25% share of economy. And the theme of this congress is to enable businesses, empower societies and enrich economies. Hence, the focus would be in IT, gnemomics, climate change, economics and science.

Regarding our Multimedia Super Corridor, there are now 2,000 MSC-status companies with 65,000 knowledge workers, and this is a great breakthrough after we started it 12 years ago.

George C. Newstorm, Chairman of WITSA gave his welcoming speech after MDeC Chairman. He talked about WCIT being held once every 2 years, eg in Taiwan in 2000, Australia 2 years later. Greece in 2004, US in 2006, and now in Kuala Lumpur. For 2010, Amsterdam would be the host and only yesterday, Montreal was selected to be the host for 2012.

Over the past decade, things have transformed. Mobile phones, internet, pc, laptop etc have transformed. Today, a student in remote school in Malaysia could embark on a virtual trip to have a closer look at Pyramid.

He also announced that he is stepping down as WITSA Chairman after 8 years, and he would be replaced by a Malaysian, Dan E Khoo.

Then, it is Prime Minister's speech. He talked about today, the world has changed. It is no longer the adult that led the children, but it is otherwise. He talked on how the kids are now learning better on technology, and even young kids can now know how to use mobile phone, camera etc.

Today, with the unprecendented acess of information, the tough part is to tackle the digital divide issue. The future poor would be those who are digitally illeterate. MSC Malaysia has progressed a lot, with smart school, high tech passport, smart school etc.

The National Broadband Initiative Target is to have 50% broadband penetration by 2010. And just this week, Wireless@KL has been launched to provide free wireless to everyone in KL for 2 years.

In the recent IMD Competitive ranking, Malaysia has improved from 23rd ranking to 19th ranking, being in front of UK and Korea.

MSC Malaysia has brought in RM13.6 Billion turnover last year, with RM0.8 billion being ploughed back for R&D. Prime Minister's hope is for everyone in WCIT to focus on formulating forward-looking impact to cater for the digital divide impact of ICT.

Live Blogging from World Congress on Information Technology 2

The 1st half day of presentation has gone by, and now it is Dr. Robert Atkinson, President of the Information Technology & Innovation Foundation.

He first talked about the Digital economy, where ICT is the major driver of growth in the most developed economy.

Economists have talked about "General Purpose Technologies", and most innovations come incrementally with modest changes over time.

But usually every 50 years or so, there will be major changes of system, that change everything, like how we product, what we product, how we manage production etc.

1890 - Steel that powers the revolution. Then, industrial and then ICT.

Technology system exhausts itself, and since most technology within the old system has been taken advantage of.

Previously, we have the old electro-mechanical technology system from 1930-80, and now is the new ICT system.

GPT have rapid price decline and improve performance. Moore's Law has not slowed down.

Today, free memory is almost everywhere. Microsoft provides 5GB of memory to everyone, and if in 1970s, that would have cost USD100 Million per person.

ICT used to be scarce. Now, 70% of computer chips don't go into computers. Today, it is part into every part of economy and virtually into every economy.

In the next 15 years, there would be self service technology, where it would seem to be customized for each individual, although the cost won't be more than mass production.

Walmart today depends lots on ICT, as well as banking and Amazon etc.

ICT enables innovation in products and services.

ICT does matter to firm and nation, and ICT drives firm profitability. On average, for every dollar a firm in the US invests in ICT, market valuation rises by over $10.

ICT drives nation's productivity and economic growth, and ICT has driven the Total factor productivity growth in US.

In Malaysia, use of ICT had the biggest impact on manufacturing productivity, larger than humna capitals.

On another studies, ICT had significant, positive impacts on productivity, GDP growth and overall stock market values from 1991 to 2002 in various Asian countries.

Major reason for Canada's lagging productivity growth is due to lack of investment in ICT.

Malaysia is ranking no. 1 in ICT contribute to labor productivity. Other nations, like Korea, Ireland and Thailand also fare very well.

ICT capital has 7 times the impact on GDP and productivity than non-ICT capital in nations with lower levels of IT usage and 3 times more in other countries. ICT allows picking up of low hanging fruit of relatively easy to improve efficiencies.

Many nations haven't fully optimized ICT.

The nations should focus on raising productivity across the board through greater use of ICT.

For every 1% drop in ICT price, there is a 1.5% growth in demand. Countries should use tax incentives and tariff reductions to spur ict investment.

Am doing this live blogging from Plenary Hall 1, Kuala Lumpur Convention Center, for the 16th World Congress On Information Technology (WCIT).

The internet speed here is fantastic! Luckily, it meets the expectation of all the delegates here, which consist predominantly of foreign delegates of who's who in IT industry.

Would love to fully blog the whole day's of talks from here, but the seat does not come equipped with power supply.

Prime Minister would be arriving in 8 minutes and about 2,800 delegates are now sitting in this majestic hall. Seriously, it is really world class here inside this plenary hall.

JPA Scholarships - Interview with Tan Sri Ismail Adam

Brilliant school-leavers: there's good news and there's bad news. The bad news is, 9 A1s may not be enough to get you a Public Service Department scholarship to study overseas. The competition is stiff and the application is over-subscribed by over 700 per cent. The good news is, you can still apply for a scholarship to study locally, and it's quite easy to get. ANIZA DAMIS speaks to Public Service director-general Tan Sri Ismail Adam.

Q: Can you explain the PSD scholarship offer to all students who get 9As?

A: Sometimes, the press provides a certain perspective that can be misunderstood by honest people, like on May 2 when the chief secretary issued a statement which says, among others, that students who got 9As in the 2007 Sijil Pelajaran Malaysia exam will be offered scholarships, from Form Six until the first degree, locally.

Q: Locally?

A: That was the statement.

The PSD offers two kinds of scholarships. One is for the overseas degree programme and the other is for the local degree programme.

On May 11, we published on our website the results of people who have succeeded in getting the overseas scholarship.

The overseas programme is very competitive. The criteria is 70 points for academic excellence, 10 points for interview, 10 points for family economic background and 10 points for co-curricular activities.

But after the announcement, you see in another English daily a lot of people complaining the government promised that those with 9As can get scholarship. Nine 9As is for local studies. Not foreign.

For the foreign degree programme, you may get 11 A1s. This means you get 70 marks for academic excellence. But you may lose out in the other 30 points.

You may lose out if your father earns RM50,000 a month — you’ll probably get two points out of 10.

If you get 11 A1s and your father is earning RM3,000 a month and you want to do engineering or medicine, probably you’ll get it.

So, academic excellence alone does not guarantee a scholarship.

That newspaper said students with 12 A1s and 11 A1s are not getting the scholarship. But that 11 A1s only qualifies you for 70 per cent (of the evaluation score).

Q: Just how competitive is it?

A: For the overseas degree programme, we have 2,000 places.

Q: And how many applicants did you get for the 2,000 scholarships?

A: More than 15,000. And of this, half — 7,500 — made the cut.

Q: How did you filter them?

A: If you want to do medicine, you must have at least A2 for biology. If you get B3, you’re out. You should refer to our website for some details. That’s how they get screened out.

The 7,500 who are fighting for the 2,000 places get full marks for academic excellence.

For co-curricular activities, if you are just a member (of a society), it’s not enough. Other students represent the country, so surely they will get 10 points. Being a school prefect may get you five points.

And then, the interview. Sometimes, an academically good student may not perform well in an interview. We ask questions to assess their level of general knowledge. Let’s say, “What is your opinion of the development of sports in Malaysia?” If you don’t read the newspaper, you won’t know that our football team is number 140-whatever in the world ranking.

They will get two or three students to discuss the issues (in front of the interviewers) and we will observe. We are going to spend a lot of money on these students. So, they are our investment.

If we don’t get good students (it will be a waste). Even then, out of the 2,000, there will be some failures; as with any other investment.

Q: How do we get these students to come back after they’ve completed their studies?

A: We have a contract and (if they don’t come back) they have to pay.

Before 2003, if you broke your bond, you or your guarantor had to pay. The amount was less than what was spent on you. But now, the penalty is the actual cost (of what was spent on the student).

So, before this, if you were doing medicine, you had to pay RM160,000, which is less than a year’s scholarship. We spend RM1.2 million for each medical student.

But over 90 per cent of our students come back. The ones who don’t come back are mostly medical students. If they don’t come back, we get their guarantors.

Q: How many students have applied for local scholarships?

A: We will only open the applications in June. For local studies, we don’t have much of a problem. We offer 10,000 scholarships. And it’s not that popular. This is a trend we have noticed.

Local education is highly subsidised, unless you do medicine.

If you do economics or law, it’s not that expensive. But if you take a government scholarship, you’ve got to serve the government for five years.

So, some of these students get their fathers to pay. Then they don’t have to serve the government. That’s why it’s easier to get (the scholarship) because it’s not so competitive.

The requirement for a local scholarship is 80 points for academic excellence and 20 points for parents’ economic background. That’s all. And you must have secured a place in a local university.

It must be a critical subject. We don’t give scholarships for every subject. It’s medicine, engineering, dentistry, economics, law, psychology and so on.

Q: What about the case of K. Kamine Devi from Sitiawan, who had 10 A1s and who had applied for a scholarship to study medicine overseas, and didn’t get a scholarship? And she did not get a place for matriculation in a local university. So, what does a person have to do to get a PSD scholarship?

A: There are also others besides PSD. There’s Tenaga Nasional Bhd, Mara, Petronas and other companies that a student can apply to.

The foreign degree programme has 2,000 places, as mentioned earlier. This is for critical areas like medicine, dentistry, pharmacy, engineering, biotechnology and selective social sciences. And the criteria is 70,10,10,10.

Then we have local scholarships. Beginning this year, those who have 9As and are in Form Six or matriculation are eligible for sponsorship right through their first degree. If they don’t get into university, that’s it. It ends at Form Six or matriculation.

There is another avenue, but it is a longer road. From this year, any Malaysian who gets into an Ivy League university (in the United States) or Oxford and Cambridge (in Britain) or the Group of Eight in Australia, will be sponsored by the government, but again, in specified fields of study.

If you didn’t do well in SPM, you still have a chance. Do A-Levels and work your butt off and get into Harvard, and a scholarship will be waiting for you.

There’s another package. If you get into a local foreign university (a foreign university that has a Malaysian campus) — Nottingham, Monash, Curtin and Swinburne — you are also eligible for a PSD scholarship.

So, there are a lot of avenues.

Of course, the “jewel” is the foreign degree programme.

I was told by the Education Ministry that 6,262 students scored straight As last year. The competition is great.

A mother emailed me that the son did well but didn’t get a PSD scholarship. So I called her. I found out that her son is a pure science student but wants to do accountancy. He didn’t do accounting in Form Five.

I told her to check with her son whether he would consider doing engineering. But he refused. So, since he is doing his A-Levels, I told him to do it very well and go to an Ivy League university, and we will sponsor him. So, that is what he is targeting now.

The alternatives are there, as never before.

Q: What about post-graduate studies? The PSD only offers scholarships for post-graduate studies to graduates who are first degree PSD scholars.

A: I know. Somebody complained. We have an excellence programme for PSD scholars who do well (first-class) in areas that the government requires.

But we also have the Agong’s Scholarship for a dozen people.

This is for the crème de la crème. We get special people to do the selecting. It’s for Malaysians studying locally or abroad.

First-class is the basic requirement. They can go anywhere in the world. They get double the allowance.

One day, a deputy minister called me: “Please help me. My daughter applied for the Agong’s Scholarship. She’s first-class.”

I said: “YB, everybody (applying) is first-class.”

If they are successful, they get a letter from the king. They have an audience with the king. If you look at them, you know they are brilliant. Not everybody can talk to the king without stammering.

The selection process is very tough. And when they come back, they don’t have to work for the government. But they have to work for the country.

The award will place the selected candidate as an intern in a centre for environmental management abroad for at least two weeks. It covers the cost of travel and accommodation, and provides an allowance for living expenses.

In previous years, successful applicants have been placed in countries such as Korea, Germany, Australia and Thailand.

The applicant must must be below the age of 35 at the time of application and should be interested in, or have working experience related to, the environment.

Graduates and young professionals are encouraged to apply.

Interested candidates should submit a CV highlighting interests and accomplishments related to environmental management, together with an essay of not more than 1,000 words, expressing thoughts and ideas on topics related to the environment, for example, climate change and waste or resource management. The essay must be typed (font size 12, font type Times New Roman).

KUALA LUMPUR: The Government cannot afford to offer all high-achievers a scholarship for overseas studies, said the Public Services Department (PSD).

“The most common misunderstanding is that academic excellence will guarantee them scholarship. However, the fact is that many excellent students have to compete for a limited number of scholarships and those awarded will be the 'cream of the crop',” said PSD Director-General Tan Sri Ismail Adam in an e-mail interview with Sunday Star.

This past week saw many disgruntled high achievers who had their application for PSD scholarships under its Foreign Degree Programme rejected.

Only 2,000 scholarships were available for studies abroad but a total of 15,217 applications were received, out of which 7,253 were called for interview.

PSD advised those who had failed there to apply for a scholarship under its local programme. A total of 10,000 scholarships for local programmes will be on offer online next month, but many students, especially the non-Malays, are worried about their chances.

On Friday, MIC secretary-general Datuk Dr S. Subramaniam said all students who score 10A1s and above in the SPM examination should automatically be offered PSD scholarships after some 140 top students who failed to clinch a scholarship under the Foreign Degree Programme approached him for support.

Ismail, however, stressed that scholarships are a privilege provided by the government rather than a right, highlighting how the growing number of students obtaining straight As in their SPMover the years has made it tougher for the Government to select deserving recipients for PSD scholarships.

According to a PSD source, the trend of students doing more than 12 subjects for their SPM has also pushed the academic criteria up.

This year, for example, although the criteria set was lower, in the selection process, the committee had to push their academic criteria to a minimum of 13A1 in their selection process.

Subramaniam, who is also Human Resources Minister, said the lack of transparency in the awarding of scholarships was a problem, as some students alleged bias towards bumiputra students.

PSD denied the allegations saying 1,100 scholarships for overseas study went to bumiputras and 900 to non-bumiputras this year.

Ismail also said that students who obtained 9As in the 2007 SPM examination were eligible for an automatic local scholarship to pursue Form 6 right up to a degree at a local university or institution of higher learning.

The Draft Kuala Lumpur City Plan 2020

If you have been reading Malaysian newspapers, you would have realized that it is now the period where we can examine and provide suggestions towards The Draft Kuala Lumpur City Plan 2020, in the hope to make Kuala Lumpur - A World Class City.

h) Metro Prima to TAR College (Part of Bandar baru Selayang-Taman Melawati line) - 15.1km (12 stations)

Another one is to extend KL Monorail to Bangsar Baru (Jalan Telawi area) and also Bangsar Shopping Center.

You can play your part in submitting your suggestion. Deadline is 30th June.

There will be public hearing to discuss your suggestion and they will actually invite you to explain your recommendation.

Selangor Higher Education Aid

The RM1,000 higher education aid promised by the Selangor state government through its Pakatan Rakyat manifesto during the 12th general election will begin with the low-income group in the state earning less than RM1,500 per month per household.
Selangor Menteri Besar Tan Sri Abdul Khalid Ibrahim said the state executive council concerned will come up with the procedure for identifying those qualifying for higher education aid from all races.

He said the first phase of the education aid will focus on students from the low-income group who were offered places for degree and diploma courses only.

“The state financial officer has been directed to prepare a budget for the aid,” Abdul Khalid told reporters after officiating the Selangor Islamic Religious Affairs Department (Jais)’s Teachers Day 2008 celebration here today.

He said the process to apply for the aid would be done through the district offices or state assemblymen and will begin soon for this year’s June and July university intake,” he said.

USC-alumni Nasarudin takes over as CEO of Naza

Nasarudin, an alumni of Class of 2005, University of Southern California, has been appointed CEO of Naza, to succeed his late father, Tan Sri Nasimuddin S.M. Amin.

Nasimuddin’s widow Puan Sri Zaleha Ismail said the appointment was in accordance with the wishes of her late husband.

While I do not know him personally, Syamsul , who was my housemate at Bricksfield was studying at USC with him. Dyna, a colleague when I was at Accenture knew him too.

All the best to Nasarudin in bringing Naza further ahead.

KUALA LUMPUR: S.M. Nasarudin S.M. Nasimuddin, the second son of the late Tan Sri Nasimuddin S.M. Amin, has been appointed Naza Group of companies group executive chairman and chief executive officer effective immediately.

In a statement yesterday, Nasimuddin’s widow Puan Sri Zaleha Ismail said the appointment was in accordance with the wishes of her late husband.

Nasimuddin, the founder and head of the diversified Naza Group of companies, passed away on May 1.

Nasarudin, 25, is believed to be one of the youngest CEOs of a privately held group estimated to be worth billions of ringgit. The group is involved in the automotive, manufacturing, property and food franchising business.

The bachelor joined his father’s company after graduating with a business economics degree from University of Southern California in the US in 2005.

Before Nasimuddin’s death, Nasarudin was CEO of Nasim Sdn Bhd, a subsidiary that holds the local Peugeot franchise.

He also headed NZ Galaxy, a Naza company which designs body kits for Naza vehicles as well as provides design services to non-Naza companies.

Nasarudin has also been given the responsibility of running Naza’s food and beverage division, NZ Diners.

In an interview with StarBiz a few weeks before Nasimuddin’s death, Nasarudin said he went through management trainee programmes ”just like anyone else” although he was one of the chairman’s sons.

“There was no special treatment from my father. I had to start from the bottom like everyone else. Being his children means that his expectationof us is high.

“I had to learn everything and know the responsibilities of every department. My father wanted me to know the whole works so nobody could lie to me later on,” he had told StarBiz then.

He admitted that growing up with powerful cars from his father’s showrooms whetted his appetite for speed.

“I like to drive fast but know that there’s no point getting into an accident. Driving fast cars gives me a rush. That’s the best part of driving,” he said.

Meanwhile, Perusahaan Otomobil Kedua Sdn Bhd (Perodua) managing director Datuk Syed Hafiz Syed Abu Bakar said it was a “good move” by the group to appoint a successor so quickly.

“No one is better equipped than the son to carry on the legacy left behind by the father. Nasimuddin is blessed with children who are involved in the business.

“The group can start moving forward as there is now a leader to drive the growth of the business,” he said.

Malaysian Automotive Association president Datuk Aishah Ahmad said it was right that Nasimuddin’s son should take over the family business and continue the good work Nasimuddin started.

“Nasimuddin was an icon in the automotive industry. He built up the Naza empire from scratch.

“It will not be easy for his successor initially but the group has a strong management team,” she added.

Meanwhile, Mercedes-Benz Malaysia president and chief executive officer Peter Honegg said: “We will continue to support the group and look forward to building on the close relationship we enjoyed with the late Tan Sri.

“We are happy that they have now appointed a successor and that the business can run as usual.”

The Rating System for Malaysian Higher Education Institutions 2007 (Setara)

The Rating System for Malaysian Higher Education Institutions 2007 (Setara) has been unleashed. Universities are graded according to 5-star system, based on six domains – academic staff (25%), students' selectivity (10%), research (15%), academic programmes (25%), resources (15%), and management (10%).

The outcome is:-

Excellent - Universiti Malaya

Very Good - UPM, UKM, UiTM, UIA

Good - UTM, USM, UNIMAS, UMS

Satisfactory - UTTHM, UPSI, KUKUM, UMT, UUM, USIM, UMP, UTeM.


While I am not sure what is being reported in the detailed reports, I hope that all the universities would study it in details and make full use of it to improve themselves.

PUTRAJAYA: Universiti Malaya (UM) is the only public higher education institution to obtain a five-star rating in the Rating System for Malaysian Higher Education Institutions 2007 (Setara).

Higher Education Minister Datuk Seri Mohamed Khaled Nordin said UM came out tops in the research university category in the first-ever local rating system.

A total of 17 public universities were rated and placed in three categories – research, broad-based and specialised.

International Islamic University Malaysia and Universiti Teknologi Mara both scored four stars each in the broad-based category, while Universiti Teknologi Malaysia was the only one to receive a three-star rating for specialised universities. No university earned the highest rating – six stars.

“The purpose of Setara is to enable universities to measure their quality and see where they stand in relation to one another,” Mohamed Khaled told a press conference yesterday.

Commenting on the universities' performance, Mohamed Khaled said there was still a lot of room for improvement. However, he added that by knowing their strengths and weaknesses, universities could strive to continuously improve in quality and ultimately, their position in the world rankings.

“We wanted to come up with our own system. Setara is more comprehensive compared to others, which are based more on perception and include things like peer review and employers' perception,'' said Mohamed Khaled referring to the Times Higher Education Supplement (THES) World University Rankings.

Setara involves a quantitative survey where data collected is analysed according to six domains – academic staff (25%), students' selectivity (10%), research (15%), academic programmes (25%), resources (15%), and management (10%).

The survey will be carried out once every two years and private higher education institutions may also be included in future.

Last year, the ministry released the results of an academic reputation survey where Universiti Sains Malaysia was named the best overall university.

At the event, Mohamed Khaled also announced that five public and two private higher education institutions had submitted proposals under the accelerated programme for excellence or apex university.

The ministry plans to identify one or two Malaysian institutions as apex universities, which have the greatest potential of being recognised as world class by 2010.
