Khazanah – Oxford Centre for Islamic Studies Merdeka Scholarship Programme

Overview

The Khazanah-Oxford Centre for Islamic Studies Merdeka Scholarships, established to mark the 50th anniversary of Malaysia’s independence, are intended to enable outstanding Malaysian students to undertake postgraduate study at the University of Oxford.

Subject areas may be drawn from a range of fields. Candidates are required to demonstrate a high level of academic achievement, and how their study will make a contribution to the future needs of Malaysia.

Awards will include university and college fees, accommodation and subsistence allowances, and return air fares. Awards are renewable annually through the duration of the programme of study.

Eligibility

Candidates, who must be citizens of Malaysia, should have an excellent record of academic achievement and a proven capacity for independent research. Attention will also be given to the personal qualities of the candidates in terms of their leadership potential and ability to communicate. Candidates will be expected to show how their careers and the wider interests of Malaysia will benefit from a period of study at Oxford.

The fields of study covered by the Scholarship Programme include the following:

a) Business: Economics, Finance, Investment, Law, Actuarial Science;
b) Bio-medical Sciences: Bio-chemistry, Food Technology, Bio-technology, Bio-engineering, Molecular Biology, Genomics and Bio-informatics;
c) Engineering: Electronics, Micro-Electronics, Nano-technology, Materials Science.
Other fields may be considered.

How to Apply

To apply, applicants are required to submit the following:

The completed application form.

A signed personal statement of no more than 1,000 words that includes a description of the intended area of study and describes how this will benefit Malaysia. The statement should also outline the applicant’s reasons for wanting to study at Oxford, and summarise the personal qualities that would make them a worthy recipient of a scholarship.

A list of academic qualifications and other awards and honours received

A statement of the status of their application to the University of Oxford.

Two confidential letters of recommendation from referees who can assess in detail the applicant’s academic performance and potential. The recommendation letters must reach the Oxford Centre for Islamic Studies by the application deadline.

All application materials must reach the Oxford Center for Islamic Studies by
20th November, 2009.

PUTRAJAYA, Thurs:

There will be no review of the selection criteria for Public Services Department scholarships, PSD director-general Tan Sri Ismail Adam said today.

He said he had not received any directives to reconsider the criteria.

Unsuccessful applicants for scholarships had until Monday to appeal, he added.

MCA president Datuk Seri Ong Tee said on Wednesday there would be a review of the PSD criteria for giving out scholarships.

Ismail denied there was a meeting among Barisan Nasional component party leaders, the Chief Secretary to the Government and himself, as claimed by Ong.

Ismail also refuted Ong's claims on the current selection criteria.

Ong was reported to have said that the selection is based on four criteria - merit (20%), race (60%), Sabah and Sarawak citizens (10%) and students from underprivileged groups (10%).

"I think he may have gotten confused with the distribution of scholarships,” Ismail said.

"As it stands, we still very much practise a meritocracy system with the criteria: academic (75%), co-curricular activities (10%), family background (10%) and interview (5%)."

Ismail also said he had been answering questions on the PSD scholarships "forever" and reiterated that choice of courses played a crucial role on whether candidates were awarded a scholarship or not.

"For those who want to study medicine, they will have to understand that the field is extremely competitive.

"And because we have to also take family background into consideration, there may be cases where students from very poor families with fewer A's, may be awarded with the scholarship," he said.

He said since the results of the offer were announced last Friday, his department had received more than 2,000 appeals.

納吉指示檢討海外獎學金發放制‧申請失敗者可翻案

（布城）首相拿督斯里納吉今日（週三，5月13日）指示公共服務局全面檢討發放海外獎學金的錄取標準和作業方式。

馬華總會長兼交通部長拿督斯里翁詩傑週三透露，納吉是在週三早上的內閣會議中發出這項指示

這意味著申請海外獎學金失敗的優秀生，將有翻案機會，而所有審核工作會在下週三（5月20日）之前處理好。

翁詩傑在主持交通部內閣會議匯報會前的新聞發佈會上說，首相作出指示後，馬華4位部長、多位友族部長和政府首席秘書將於週四（5月14日）召見公共服務局總監，以瞭解當局是否有執行和貫徹內閣之前針對海外獎學金的發放所作的決定。

他說，內閣在今年初的一項會議上議決，公共服務局的2000份海外獎學金，必須依據新標準來發放，即20%是純粹以成績為準、60%以種族比率分配、10%分配給東馬土著學生和最後10%保留給弱勢群體如單親家庭、清貧學生、殘障學生等。

他說，馬華希望經過檢討後，公共服務局能從制度和標準的根本問題上來解決發放獎學金所引起的問題。

翁詩傑指出，過去二、三天，馬華國州議員、服務中心和教育局積極收集個案，而馬華4名部長也在週三早上針對公共服務局獎學金的課題向首相作出匯報。

“過後，我們也在內閣會議中正式針對馬華收集到的個案進行深入報告和探討，有幾個個案的現象引起內閣關注。”

錄取標準引起疑慮

他強調，目前這項獎學金的問題不在於種族分配方面，而是當局的錄取標準引起疑慮，例如一些州屬的最優秀生和全國排行榜裡的優秀生竟然都落選。

他說，馬華部長也向內閣提出一個重要意見，那就是當局應完全以成績為標準來發放20%的獎學金，不應包括面試和課外活動分數。

It's not news that journalism is in crisis. CNN turned newspapers into first-day fishwrap and Craigslist killed the business model. Solutions are scarce, and our democracy is at risk. I don't have a chart to guide our way through the darkness to Citizenry 2.0, but there are some who can navigate the singularity.

Journalism needs great hackers. Not just nerds, but programmers who care -- about the values of journalism and the power of a free press to hold government accountable. Luckily, hackers are a freedom-minded bunch. The free software movement is rooted in many of the same principals that guide journalism. But news organizations aren't very sexy places to work -- especially now, as layoffs, bankruptcy and closures plague the industry. So how can we bring nerds to the news? One old-skool school is trying.

Tell your programmer friends: The Medill School of Journalism at Northwestern University is giving away full scholarships, plus expenses, to software developers.They can get a masters degree in journalism, gratis, from one of the most prestigious J-schools around.

I recently graduated from the year-long program, during which I studied with with one other hacker and ~45 brilliant 'normal' journalism students. I interviewed lawmakers, farmers and shopkeepers and wrote stories about agriculture, waterways, and the diabetes epidemic in Illinois. It was difficult to shake my introverted, google-first, face-to-face-as-a-last-resort programmer nature. But it was also thrilling.

Journalism is an info-geek's dream. You're constantly learning new topics, speaking with experts, and distilling real-world issues to their essence -- all in the mission of informing the folks who don't have time to soak up all that data. It's like being paid to write a new Wikipedia article every day.

We also wrote some software. My programmer colleague and I banged out enviroVOTE in a frenetic weekend of coding and coffee in the days preceding the election. The night of, we were tied to our keyboards, tallying results and tweeting updates while the rest of the world was watching TV. Such is the life of a journalist.

For our final project at Medill, the two coders and four non-coder new-media students built NewsMixer, an experiment in integrating social networks with news coverage. It was one of the first applications to roll out on Facebook Connect, and remains one of the only apps that explores its full potential. All the code is GPL'ed and has already spawned other open-source projects.
This is the time to remake journalism

Programmers have been making an impact in the news world for some time, but until recently most innovation in this space has been in creating new ways to present the old style. With a few shining exceptions like the datavisuals by the New York Times, most online news could have been written on a typewriter and mailed to Google for indexing.

Then, something amazing happened: Software won a Pulitzer Prize. Created by hacker journalist Matt Waite and other fantastically clever folks at the St. Petersburgh Times, PolitiFact is form of news that could only exist online. Aron Pilhofer, leader of the innovations team at the NYT, put it perfectly:

But is it journalism, some people asked? There's no lead per se, no narrative and no pyramids anywhere to be found, much less the inverted sort.

Journalism is about helping people make sense of important issues, and how those issues affect them personally. It's about uncovering that which someone wants to keep hidden. It's about holding people we place in high public office accountable. And by those definitions... PolitiFact more than meets the test. It takes a traditional form of newspaper reporting -- fact-checking what politicians say -- and scales it up in a way only possible on the web.

The NYT's Represent and its open-source cousin, Repsheet, are innovations much in the same vein, and their existence is a sign of the times. The tools now available to hackers are so great that we can think far beyond content management systems. The moment has come when a couple of great hackers can knock out a fully-fledged new form of media in a matter of weeks. Tell the Twitterati: there are lights in the distance.

The news is waiting to be saved. We have the technology, all we need is more nerds. So ditch your boring corporate gigs and come to journalism! Democracy is one hell of a fun problem to hack.

Appeal for 2009 JPA Overseas Scholarship Program

Public Service Department of Malaysia had announced the names of recipients of the 2009 Public Service Department (PSD) Overseas Scholarships Program (Biasiswa Ijazah Luar Negara JPA). Applicants can check their result through the PSD website at www.jpa.gov.my

MCA Youth Education Bureau urges all applicants to check their result through the website as soon as possible. Appeals have to be made online at www.jpa.gov.my within 10 days after the announcement of the result (closing date is 18th May 2009).

MCA Youth Education Bureau will assist the applicants who want to appeal and they can download the appeal form from http://youth.mca.org.my , and send it together with all the required attachments and information to MCA Youth Education Bureau or any State MCA Youth before 14th May 2009. Upon compilation and analysis of all the appeals, MCA Youth Education Bureau will discuss with MCA President, Dato’ Seri Ong Tee Keat and MCA ministers to help the applicants in the appealing process.

(吉隆坡8日讯) 2009年政府公共服务局海外留学奖学金 (Biasiswa Ijazah Luar Negara JPA 2009) 已在今日正式公布录取名单。所有已接受面试的申请者须上网www.jpa.gov.my 以查询结果。

马青总团教育局今日发表文告提醒所有申请者必须上网查询结果，不要平白无故地失去这个得来不易的机会。

文告中也指出，每一年的JPA奖学金的非常竞争。而今年度奖学金的数额维持在2000份，但符合条件的申请者数量却增加了，这造成了僧多粥少的局面，所以申请者不应以不满意被分配的国家而放弃这宝贵的升学机会。

公共服务局将在录取名单公布后接受上诉。上诉者可透过www.jpa.gov.my 向该局提出电子上诉(E-Rayuan)，而无需邮寄任何上诉公函及相关文件于当局。

马青总团教育局也将协助那些未被录取的申请者。欲想要通过马青总团教育局上诉的申请者可从马青网站 http://youth.mca.org.my 下载马青内部使用的上诉表格，连同相关资料于5月14日或之前呈予马青总团教育局或通过各州马华马青转交。教育局在整理及分析所有上诉个案后，将与马华总会长拿督斯里翁诗杰及马华内阁部长商讨，并依据各别情况替上诉者上诉。

INTERNATIONAL FULBRIGHT SCIENCE AND TECHNOLOGY AWARD FOR OUTSTANDING MALAYSIAN STUDENTS
Application deadline: June 17, 2009

The International Fulbright Science and Technology Award For Outstanding Malaysian Student is for Ph.D study at top U.S. institutions in science, technology, or engineering. The award is designed to be among the most prestigious international scholarships in science and technology. The program is funded by the Bureau of Educational and Cultural Affairs (ECA) in Washington, DC. It aims to convey the message that the U.S. remains the premier destination for serious scientific study and research, and that America not only welcomes top-notch talent, but encourages future leaders to shape their careers through U.S. study.


International Fulbright Science and Technology Award recipients come from all regions of the world and engage in a wide-range of scientific inquiry. Recipients are chosen through a rigorous multi-tiered, merit-based selection process in their home countries followed by a field and discipline review by well-known U.S. academic leaders, final nomination by a blue-ribbon Advisory Panel including U.S. university deans, presidents, and a Nobel Laureate, and approval by the Fulbright Scholarship Board.




ELIGIBILITY






Applicants must meet the following requirements :

1. Be a Malaysian citizen.

2. Applicants must have completed an undergraduate degree (comparable to a U.S. bachelor’s degree) before August 1, 2010. It is highly recommended that bachelor’s degree is in the same or a related field for which you plan to pursue Ph.D. study.

3. Have a strong academic background in the sciences.

4. Demonstrate English proficiency with a recent TOEFL score (or equivalent) of 580 (PBT), 93 (I) test or higher and GRE General Test score.

You are ineligible if you:

are currently studying in the U.S;
have received a previous Fulbright award; or
only plan to pursue non-degree study

PROVISIONS OF THE AWARD






All grantees receive tuition, a monthly stipend for up to 36 months, health and accident coverage, a book and equipment allowance, professional conference allowance, travel support and specially tailored enrichment activities, and are eligible to apply for additional research funding. After three years, U.S. universities have agreed to fund the remaining expenses toward completion of a Ph.D, assuming the grantees maintains satisfactory continuing progress toward Ph.D. completion.






U.S. UNIVERSITY PLACEMENT






Institute of International Education (IIE) in New York, will be responsible for placement of all Fulbright Science and Technology Award recipients. IIE will work closely with the recipients and ECA to ensure the best placement available for field of study and research interests.






VISA SPONSORSHIP






Grantees will receive J-1 visa sponsorship under the Fulbright Student Program for up to five years starting approximately August 2010. After five years, if necessary, ECA will transfer sponsorship to the host university assuming satisfactory continuing progress toward Ph.D completion. Grantees not able to secure an entry visa to arrive in time for their program start date may lose their fellowhips. Selected candidates must provide IIE with a valid passport prior to the issuance of Form DS-2019.




APPLICATION PROCEDURE






Each applicant will be required to submit an online application from here.

A correctly prepared application packet facilitates the review process and increases your chance for an award. It is your responsibility to ensure that the application is complete before submitting to MACEE.

A completed application should include the following:

i. 4 completed copies of the required application forms;

ii. 4 recent passport-size photos attached to each of the application forms;

iii. 3 letters of reference using the required forms (if they are not submitted online).
Should be in a sealed envelope.

iv. 4 copies of your curriculum vitae;

v. 4 copies signed signature form

iv. 4 official academic transcripts from all post-secondary schools attended, copies of diplomas for all post-secondary schools attended, TOEFL and GRE scores :

These documents must consist of:
a. Academic transcripts: Nominees must submit official, complete and certified academic documents covering the entire period of study at universities and other post-secondary institutions. Documents must be accompanied by complete official English translations. These documents must consist of:

1. One certified, official record (transcript) from each university or post-secondary institution you attended, even those schools from which you did not receive a degree or diploma. The transcripts should list the subjects you studied and the grades you received during each year of your enrollment. Official transcripts must be submitted directly from the schools in sealed envelopes to MACEE Office.

2. Certified, official evidence of each post-secondary or university degree, diploma or certificate awarded to you should be included as part of the completed application.

b. Standardized tests: You will be required to take one or more of the following standardized tests to gain admission to a U.S. university. For instructions on registration, contact the Fulbright Program Office or the website for the test.

1. Tests of English Language Proficiency

a. TOEFL (Test of English as a Foreign Language): TOEFL is an admissions requirement at U.S. institutions for applicants whose native language is not English. All non-native English-speaking candidates should immediately register for TOEFL. Click on to www.ets.org/toefl for more information on TOEFL.

b. IELTS (International English Language Testing System): A growing number of U.S. institutions will accept the IELTS in lieu of TOEFL scores.

2. GRE (Graduate Records Examination): The GRE is required by most U.S. graduate schools and/or departments for candidates applying in the fields of science, technology, or engineering. You should make every effort to register for the earliest possible administration of the GRE. Generally, the quantitative section of the exam is weighed heavily in the sciences. Click on to www.gre.org for more information on GRE.

3. GRE SUBJECT TESTS are required for the following fields:

Biochemistry, Cell and molecular Biology
Biology
Chemistry
Computer Science
Mathematics
Physics
The GRE Subject Test is only offered on a limited basis in paper-based format—October, November, or April. You should make every effort to register for either the October or the November test.

IMPORTANT
Note carefully, you MUST indicate that you want your score reports sent to the Institute of International Education (IIE). You must indicate the IIE code on the registration forms and/or the forms provided at the time you take the exam.

For all TOEFL and GRE exams, please indicate CODE: 2326.
For the IELTS, select the Institute of International Education from the ‘Professional Bodies’ listin.

Applicants must submit 5 copies of the completed application forms with photographs and all required supplemental forms no later than June 17, 2009 to:

Allocation of JPA Scholarships

KOTA KINABALU: The federal government is allocating 10 percent or 200 Public Service Department (PSD) scholarships for Sabah and Sarawak bumiputra Sijil Pelajaran Malaysia (SPM) school leavers beginning this year.

Minister in the Prime Minister's Department Tan Sri Bernard Dompok said Friday that this was made after taking into account the academic achievements of bumiputra students in both states.
"Presently, there are many more rural schools in Sabah and Sarawak which do not have the necessary facilities and this affects the students' academic performance.

"That is why the federal government gives special attention to Sabah and Sarawak bumiputra students, where each state will be allocated 100 PSD scholarships," he told reporters at the excellent award presentation to bright students at SM Shan Tao here.

Dompok said that under the new PSD scholarship scheme, 20 percent or 400 of the 2,000 scholarships offered this year were for excellent students and 60 per cent or 1,200 scholarships were for bumiputra and non-bumiputra SPM leavers nationwide. He said the remaining 10 percent were for disabled students who excelled in their studies.

JPA News Release on JPA Scholarships for SPM 2008

Some of the observations I made from this article:-
1. Those with SPM 9A1s are not automatically getting JPA scholarships
2. Those who get into Top universities would get chance to get JPA scholarships (pending applications)
3. Previously, you need to have 9A1s and above, as well as offer from top unis, but this year, you don't need the 9A1s requirement.
4. For JPA scholarships, academic now counts for 75% (instead of 70%), interview 5% (instead of 10%), family economic background 10% and co-curricular activities 10%.

PUTRAJAYA: There will be no automatic scholarships for those who score nine 1As and above in the Sijil Pelajaran Malaysia examination this year.

Public Service Department (PSD) director-general Tan Sri Ismail Adam said the scholarships were only a benefit for last year.

Last year, students who got nine 1As in the 2007 SPM examination were automatically eligible for scholarships from PSD for Form Six until the first degree locally.

"Last year, if they had nine 1As and they got into Form Six, we offered them scholarships. If they did well and entered local universities, the scholarships continued.

"This year, there has been no announcement. There is no decision yet," Ismail told the New Sunday Times.

What remains this year, he said, were the 2,000 overseas and 10,000 local scholarships.
"Within the overseas allocation, we also reserve scholarships for those who get into elite schools. It can be Ivy League schools, the top school in England or the Group of Eight universities in Australia.

"For that kind of scholarship, you have to get a place there. So it doesn't matter even if you study on your own. Once you get a place in Harvard, we offer you a scholarship.

"But it must be in the field that the government wants. If you take classical dancing, then of course there will be no scholarship."

Last year, said Ismail, 87 students received this type of scholarship and this year, it will be offered as part of the 2,000 overseas scholarships.

Aside from these, there are also scholarships for foreign universities that have a local campus -- Nottingham, Monash, Curtin and Swinburne -- as well as the Asian Institute of Medicine, Science and Technology University.

If a student gets nine 1As in the 2007 SPM examination, enters A-Levels and then gets a place in Monash University, would he still be eligible?

"Yes, he can still be considered. He can apply, but it is not automatically given. He becomes like any other applicant."

Ismail said there would be no reduction in the number of scholarships offered by PSD as a result of the current economic conditions.

"So far, the government has said it will maintain the number of overseas scholarships at 2,000 places and local scholarships at 10,000 places.

"This year, we have 1,676 students with straight 1As and 6,277 who obtained all As. There are only 2,000 overseas scholarships.

"The problem now is that all the bright students want to do medicine in England. That is not possible.

"It is not that they don't qualify. It is because medical schools overseas now have an international quota and we have to compete with the rest of the world as they are very selective."

Ismail said the department was also working with the Higher Education Ministry this year to retain some of the top students for local research universities as part of efforts to improve the universities' rankings.

"We will probably give them extras to retain them, and they may possibly be able to spend one semester or so overseas. I will have to work this out with the universities and the ministry."
The selection criteria for overseas scholarships has also been changed.

"Last year, it was 70, 10, 10, 10. This year, it is 75 points for academic excellence, 10 points for curriculum, 10 points for family economic background and five points for the interview.
He said there was the interview process for overseas scholarships, but not for the local ones, which require 80 points for academic excellence and 20 for economic background.

"We still have the interview process for overseas scholarships because we are sending these students away for five or six years. We want to see if they are prepared mentally. We've had cases where students started feeling lonely in their second year.

"This is a big investment. When you go to medical school, we have to spend over a million ringgit. That is why the interview is important and it is the tipping point."

For this year, the government has allocated more than RM832 million for overseas scholarships and more than RM413 million for local scholarships.

"Students wanting scholarships must keep in mind that the competition is getting tougher, because there are a lot more brilliant students than there are scholarships the government can offer."

JPA Scholarships Statistic - Repost

With SPM 2008 exams coming out today, and now a lot of people are starting to prepare for Overseas JPA Scholarships applications, I would like to share some analysis of the chances for each field of studies.

Feel free to reproduce this analysis at your blog/forum etc, but do include a link to quote here.

As a start, we can first look at total applicants, total shortlisted for interview and total scholarships for SPM 2005, 2006 and 2007 batches.

SPM 2005 - 15,357 applicants, 5,946 interviews, 1,500 JPA Overseas Scholarships
SPM 2006 - 12,411 applicants, 6,298 interviews, 1,800 JPA Overseas Scholarships
SPM 2007 - 15,220 applicants, 7,282 interviews, 2,000 JPA Overseas Scholarships

If we look at % wise, then it would be:-
SPM 2005 - 38.72% of JPA Scholarships applicants get JPA interview
SPM 2006 - 50.75% of JPA Scholarships applicants get JPA interview
SPM 2007 - 47.84% of JPA Scholarships applicants get JPA interview

SPM 2005 - 25.23% of those who attend JPA Interview get JPA Overseas Scholarships
SPM 2006 - 28.58% of those who attend JPA Interview get JPA Overseas Scholarships
SPM 2007 - 27.46% of those who attend JPA Interview get JPA Overseas Scholarships

SPM 2005 - 9.77% of JPA Scholarships applicants get JPA Overseas Scholarships
SPM 2006 - 14.50% of JPA Scholarships applicants get JPA Overseas Scholarships
SPM 2007 - 13.14% of JPA Scholarships applicants get JPA Overseas Scholarships

For those 10A1s and above and with family income below RM1,500, they are guaranteed JPA Scholarships for SPM 2007 batch. For SPM 2007 batch, 151 students successfully get this scholarships, including 117 Non bumiputera.

For SPM 2007 batch, to look deeper at the academic results of those 7,282 students who are offered JPA Scholarships interview:-

American Malaysian Chamber of Commerce (AMCHAM) and the Malaysian-American Commission on Educational Exchange (MACEE) are pleased to announce the competition for the AMCHAM-MACEE 2009 Scholarship. AMCHAM created a scholarship endowment program in 1998 to benefit deserving Malaysian students seeking to pursue their undergraduate studies in the United States. The AMCHAM-MACEE 2009 Scholarship annually awards a US$20,000 scholarship, covering four years of undergraduate study in the United States ($5000.00/year renewable for four years subject to meeting the specified conditions). The scholarship is open to qualified Malaysian students who are accepted to an accredited university in the United States for four years of study culminating in a Bachelors degree. The student must be accepted for Fall semester, 2009.

ELGIBILITY

Malaysian Students who have completed SPM, O Levels, STPM or A Levels.
Secondary school results must be translated into English and submitted with the application.
TOEFL and SAT scores must be submitted, IF they are required by the U.S. university to which the student is applying to.
Two letters of recommendation.
Certified copy of IC or Malaysian Passport.
Prior acceptance into U.S. university/college.
Certified copy of acceptance letter or certified copy of I-20 from U.S. university/college.

SCHOLARSHIP DEADLINES

The application for admission and all supporting documents must be received by May 30, 2009, to be considered for the Fall 2009 award. All documents must be official. You may mail them or hand-deliver them to MACEE.

Some of the major differences for this year's JPA Scholarship would be that the interviews would be done based on field of studies, and it would be conducted by people of that field. So, applying for medicine scholarships would be interviewed in groups by doctors from multi races, applying for engineering scholarships would be interviewed in groups by engineers from multi races etc. And it would be in a smaller groups of 4 students each.

Total scholarships are still the same at 2,000.

Press Release: PILN Scholarship Offer 2009
Modal insan adalah merupakan aset negara yang paling berharga. Justeru, Kerajaan sentiasa mempergiatkan usaha-usaha yang berterusan untuk menghasilkan modal insan yang berkualiti. Penajaan biasiswa bagi para pelajar untuk melanjutkan pengajian di dalam dan luar negara adalah merupakan salah satu inisiatif yang perlu diteruskan. Ini merupakan pelaburan jangka panjang yang hasilnya bakal dinikmati apabila mereka pulang berkhidmat dan seterusnya menjamin kesinambungan keupayaan negara di masa akan datang.

Jabatan Perkhidmatan Awam (JPA) akan melaksanakan Program Ijazah Luar Negara (PILN) bagi tahun 2009 untuk pelajar cemerlang lepasan SPM 2008 mengikuti pengajian di universiti luar negara dalam bidang-bidang kritikal (Perubatan, Pergigian, Farmasi dan Sains Perubatan Veterinar), Kejuruteraan, Sains & Teknologi serta bidang Sains Sosial yang diperlukan oleh perkhidmatan awam dan negara. Jumlah keseluruhan bilangan biasiswa yang disediakan bagi tahun 2009 adalah 2,000.

Setiap tahun PILN menjadi tumpuan banyak pihak sehingga mewujudkan pergantungan harapan yang tinggi terutamanya di kalangan calon dan juga ibu bapa. Pada tahun 2008, misalnya, JPA telah menerima sebanyak 15,220 permohonan. Daripada jumlah tersebut, sebanyak 7,282 permohonan memenuhi syarat minimum yang ditetapkan sedangkan bilangan biasiswa yang ditawarkan adalah terhad iaitu sebanyak 2,000 sahaja.

Bidang pengajian yang menerima permohonan terbanyak ialah Perubatan, manakala, negara pengajian yang menjadi pilihan utama calon ialah United Kingdom, Australia dan New Zealand. Walau bagaimanapun, semua permohonan tidak boleh dipenuhi kerana tertakluk kepada kekangan kuota pelajar asing bagi bidang perubatan di universiti luar negara.

Berdasarkan pengalaman lalu, bilangan permohonan bagi tahun 2009 dijangka akan meningkat di kalangan calon yang cemerlang. Namun bilangan biasiswa yang terhad akan menjadikan PILN terus kompetitif. JPA, dengan ini, menasihatkan agar calon serta ibu bapa menerima hakikat ini dan berusaha untuk menimbangkan sumber-sumber alternatif penajaan yang lain.

Menyedari persaingan yang kompetitif dalam PILN 2009, usaha penambahbaikan terhadap kriteria pemilihan telah dimantapkan meliputi pencapaian akademik, penglibatan dalam kegiatan ko-kurikulum, sosio-ekonomi (termasuk tanggungan keluarga) dan prestasi temuduga.

Mulai tahun ini, panel temu duga dilantik daripada pegawai-pegawai Kerajaan pelbagai profesion dan kaum mengikut bidang-bidang tajaan. Misalnya, pelajar-pelajar yang memilih bidang perubatan/kesihatan akan ditemu duga oleh pegawai perubatan/pergigian/ farmasi yang terdiri daripada pelbagai kaum. Satu jawatankuasa khas akan menyelia urusan temu duga bagi memastikan pelaksanaannya telus, adil dan saksama.

Temu duga akan dijalankan secara berkumpulan mengikut bidang-bidang pengajian (misalnya perubatan/pergigian/farmasi/perubatan veterinar, kejuruteraan, sains dan teknologi dan sains sosial). Setiap satu kumpulan terdiri daripada empat orang calon dalam kelompok yang sama dan calon-calon ini akan ditemu duga dan mengadakan perbincangan mengikut topik yang diberikan oleh panel dalam Bahasa Melayu dan Bahasa Inggeris.

Seperti tahun-tahun sebelum ini, calon yang memohon untuk mengikuti program perubatan adalah diwajibkan menghadiri Program Pendedahan Kerjaya Seorang Doktor. Program ini akan dilaksanakan selama lima hari mulai 23 hingga 27 Mac 2009 di 49 buah hospital-hospital Kerajaan yang telah dikenalpasti dengan kerjasama Kementerian Kesihatan Malaysia. Aspek-aspek yang didedahkan adalah seperti keadaan dan tanggungjawab seorang doktor di Jabatan Kemalangan/Kecemasan, Jabatan Pesakit Luar, Jabatan Pembedahan/ O&G/Orthopedik, pengurusan di bilik mayat, on-call dan lain-lain yang bersesuaian.

Calon-calon yang berjaya ditawarkan penajaan PILN akan mengikuti kursus persediaan di pusat-pusat pengajian yang ditetapkan oleh JPA. Calon-calon diingatkan supaya mengekalkan tahap kecemerlangan mereka kerana penajaan ke universiti-universiti di luar negara hanya akan diteruskan ke atas mereka yang mencapai had kecemerlangan (cut-off point) yang ditetapkan, rekod kehadiran kelas melebihi 90 peratus dan tiada rekod disiplin.

Calon-calon yang tidak berjaya mendapat biasiswa di bawah PILN masih berpeluang untuk mendapat tajaan JPA di IPT tempatan yang diiktiraf termasuk kampus-kampus cawangan universiti luar negara di Malaysia (University of Nottingham, Monash University, Swinburne University of Technology dan Curtin University of Technology) dan AIMST University.

Permohonan adalah dipelawa daripada calon-calon yang menduduki peperiksaan Sijil Pelajaran Malaysia (SPM) 2008 untuk mendapatkan tajaan Jabatan Perkhidmatan Awam (JPA) atau Majlis Amanah Rakyat (MARA) bagi mengikuti pengajian di bawah Program Ijazah Luar Negara tahun 2009.

Permohonan boleh dibuat melalui aplikasi atas talian (on-line application) melalui laman web http://www.jpa.gov.my mulai tarikh keputusan SPM 2008 diumumkan secara rasmi.

Tarikh tutup permohonan tajaan Program Ijazah Luar Negara (PILN) 2009 adalah 7 hari selepas permohonan dibuka.

Maklumat lanjut mengenai program/bidang kursus, syarat-syarat permohonan dan cara memohon boleh diperoleh dengan melayari laman web http://www.jpa.gov.my mulai tarikh iklan ini disiarkan. Calon hendaklah membaca dan memahami kesemua maklumat mengenai program/bidang kursus, syarat-syarat permohonan dan cara memohon sebelum membuat permohonan.

Program Pendedahan Kerjaya Seorang Doktor di hospital-hospital Kerajaan yang terpilih di seluruh negara akan diadakan selama 5 hari mulai 23 sehingga 27 Mac 2009. Program ini diwajibkan kepada semua calon yang memohon untuk mengikuti pengajian dalam bidang perubatan di bawah tajaan JPA.

College Endowment Plunged

College endowments have suffered a sharp blow in the financial crisis, with aggregate investment losses of at least $94.5 billion, according to a new survey.

The losses, covering the period between July 1 and Nov. 30 of last year, likely understate the severity of the hit schools have taken, since they don't include losses in illiquid, hard-to-value investments that many schools have loaded up on. Schools warned that the declines could lead to cutbacks in financial aid.

Endowment income is a critical part of budgets at colleges, especially at private schools. Many schools large and small have already announced budget cuts, including hiring freezes and the curtailing of construction projects.

The survey, by the National Association of College and University Business Officers and Commonfund Inc., a Connecticut nonprofit, covered 435 schools and is the broadest tally to date of the markets' toll on colleges, which held $413 billion in endowment funds as of June 30, when most schools' fiscal year ends.

The $94.5 billion loss amounts to a decline of 23% during the five-month period, which was less than the 29% drop in the Standard & Poor's 500-stock index. But if results don't improve by the end of the collegiate fiscal year, the loss would be the biggest since the association began tracking returns in 1974. And many colleges may be putting off a more severe reckoning by excluding likely losses in private-equity funds and real estate from their figures.

The college business officers' association, along with TIAA-CREF, a financial-services firm that focuses on educators, also released its annual list of the biggest U.S. endowments as of the end of the schools' 2008 fiscal year, generally ended June 30. Harvard led the list with its $36.56 billion endowment. At that date, a record 77 endowments had assets of more than $1 billion. Their wealth has drawn recent attention from the Internal Revenue Service, which monitors schools' nonprofit tax exemption.

The IRS interest follows an inquiry by Sen. Charles Grassley, the senior Republican on the Senate Finance Committee who has been examining the business practices of hospitals and universities. Mr. Grassley has questioned repeatedly whether schools were hoarding their money at a time when tuitions were placing a heavy burden on middle-class families.

Mr. Grassley has suggested requiring the largest college endowments to make the same 5% minimum annual payments as private foundations. The new survey found that schools, on average, spend 4.6%, though many of the wealthiest have spent considerably less in recent years. Terry W. Hartle, senior vice president for the American Council on Education, which represents 1,600 college presidents, said he expected the spending rate at many colleges will rise to 6% because of endowment losses.

On Monday, Mr. Grassley said colleges shouldn't use their endowment losses "as an excuse" to raise tuition or freeze student aid. "Contrary to what colleges might argue, the weak economy makes a strong case for more endowment spending," Mr. Grassley said. "If an endowment is a rainy-day fund, it's pouring."

Mensa Education & Research Foundation International Scholarship Program

Thanks to my loyal blog reader for highlighting this.

The Mensa Education & Research Foundation International Scholarship Program is intended to provide scholarships for foreign students enrolled at colleges or universities in the United States. The program follows, in broad terms, the outline of the scholarship program already in place in the United States. The scholarship process begins during the first week of September and ends with the scholarship application deadline of Jan. 15.

Eligibility is limited to Mensa members (except American Mensa) or their children age 25 or younger. An application form with more information can be downloaded below.

Some of the past scholarship winners are:-

2007 - 2008: Andrzej Nowojewski, Mensa Poland
2004 - 2005: SuiLin Yap, Mensa Australia
2003 - 2004: Daniel Foong, Mensa Malaysia

They got USD1,000 for their efforts. Both Suilin and Daniel are Malaysians, so we have gotten 2 out of 3 of the recent awards.

Korean Government Undergraduate Scholarship Program
